A brass ship's compass from the 1920's is liquid filled. We are not sailors and do not understand the set up for this nautical instrument.
The dial and directions are facing downward and are mirror reversed, so a mirror must have been used underneath to read this compass, which does accurately point directions when seen from the bottom. There are paint flakes floating in the alcohol, see photos.
Size is 10" diameter including the gimbal suspension ring, height is 4," and the case is 11" square and 6" tall.
